For example, one carrier might offer a plan with a $0 premium, and has lower copays than a plan with a higher premium. Little bit strange, right?

Scott Sims is the reason I started offering Medicare Plans. Medicare Advantage
Medicare Advantage, also known as Part C, can be considered an alternative to Original Medicare (Part A and B). These plans cover the same inpatient and outpatient coverage as Original Medicare, but also cover extra benefits, such as prescription drugs, dental, vision, or hearing.
Medicare Supplements
Medicare Supplements, or Medigap, are plans used to supplement and fill the coverage gaps left behind by Original Medicare. These plans are labeled as Plans A, B, C, D, F, G, K, L, M, and N, and cover out-of-pocket costs, such as deductibles, coinsurance, and copayments.
Medicare Part D
Medicare Part D provides prescription drug coverage and will cover most, if not all, of the drugs listed in these categories: immunosuppressants, anticancer, antipsychotics, anticonvulsants, antidepressants, and HIV/AIDS drugs. Each Part D plan will have a formulary listing which specific drugs are covered.
